1999 Honda Civic Engine Valve Adjustment

I have a honda civic that I just put a new rebuilt head on. I've adjusted all the valves except for one of the intake valves on the no. 1 cylinder. The screw to adjust the clearance is maxed out but it needs to be looser to have the right clearance. What could be the problem here?

Hi eric02,

The threads are too tight due to sludge or overtightening of the lock nut.

Thanks for the help KHlow. I was actually able to discover the problem right after I posted. I bought the head as a rebuild and whoever assembled it put one of the lifter guides on the wrong side of a tab sticking out so it was stuck.
