1998 Honda Civic cooling when idling

The A/C works fine when you are moving. At an idle the A/C compressor relay keeps clicking on and off and the car starts to get hot. As soon as I go again the A/C kicks in and starts cooling.
I looked at the condenser fan, and it is never on when Idling. Do you think this could be the problem?
If so is it hard to replace? I am very car "handy". The A/C lines are right in front of the fan shroud though.

Hi scooter,

Yes, the condenser fan is causing the problem.

The hoses can be shifted slightly when removing the fan with shroud assy.

Yeah. The problem lies in the fan. You can always replace it and if you don't know how, a mechanic will always assist you.
