I have two questions about my car. The first question is that the car's engine is always idling, when I'm at a stop the engine is not settled the rpm keeps moving from 1 to 2 to 3. Once I start driving it's fine but, when it's cold it does not want to turn on. I have to step on the gas pedal first. The second question is that the muffler gives out a bad smell. I don't know if that is related or to different things.

Sounds like you got either a faulty/dirty IACV (idle air control valve) or a gummed up throttle body.

I would first recommend doing a throttle body service as well as cleaning the IACV. This should clear up your idle issue and your no-start.
