1995 Honda Civic fuel problems.

So.I have a 1.6 liter 1995 civic.I was having rough idle about a month back. And also the fuel guage would fluctuate a lot primarily while turning. Was getting really low gas mileage. Around 15 to the gallon.

then on a cold day.I live in MN. My car did not start one day. Was an old battery. So replaced that and replaced all the ignition components too. Caps. Rotors. Wires. Spark plug.

now my engine doesnt start in cold weather. So.I'm thinking one of my injectors is fouled. Do you guys have any idea what is happening. Is it the fuel regulator. Or the fuel pump itself. Or how do I test all those to find the culprit. In need of serious help. Or could it be a fuel relay?

You can get low mileage from a weak fuel pump. Disconnect the fuel line to the fuel filter and check the flow of fuel when attempting to start the car. If the fuel strem is weak then obviously the pump is weak. If its pretty good then you probably have another problem.
