1988 Honda Civic won't shift out of second

Just had distributor changed timing is set at 18
car starts, can shift from drive to reverse. Car will not change gears. Will not go faster then 20 mph. Gets gas

Was the engine running well before replacement of the distributor?
Did you check the firing order of the spark plugs?
Is there any backfiring when throttle is fully opened suddenly?
