1986 Honda Civic where's the main relay?

I cannot find my main relay switch to the fuel pump.
I did the wrong thing and installed a new one because I couldnt find the main relay. The Hayes manual I have says that the main relay is under the dash next to the fuse panel, but all thats there is flashers.
Could it possibly be under the pass seat. Ive had severe water leaking onto the floorboard and hoping that nothing got fried.
