Overheating when A/C is on

I have a 94 Honda Accord 2.2 automatic, when the a/c is on the fan will not always come on, 3 out of 5 times I can manually spin the fan and it will run for a minute then quit. The other fan has never worked but a/c and engine temp has always been fine. Also when you run the a/c the coolant will spray into the resoivor and be very hot but engine temp is not ever half way? Could it be the thermostat and bad relays, what would make it work sometimes but not others? Any advice would help Thanks Alot!
