Key in "on" position, normal; key to "start&q

When I turn my key to the "on" position everything is normal, but when I turn it forward to start the car I loose all of my dashboard lights. The car will crank but not turn over. I found out that if, while the car is cranking, I quickly pull the key back to the "on" position the car will sputter but will turn over and start.

It also has a rough idle that started along with the start issue.
