Idle speed erratic

2001 Honda Accord EX V6 67000 miles:

Engine running in Park or Neutral, the idle speed fluctuates between normal and higher revs back and forth, normal - high - normal - high RPMs

Putting the gear in reverse or drive, it idles normally.

I already checked vacuum lines and the coolant level is normal. I did probe the EGR valve by reading my Haynes manual, and that seems to be NOT working (no continuity between prongs 1 & 2 or 1 & 3). I was going to replace the EGR valve but I am not sure if that is really the problem.

Any insight that could be provided would be appreciated.

Does it do the surging whether the engine is warm or cold? Don't forget that even if the coolant is in the full area there can still be air in the system. The IAC valve could be in need of cleaning.

I replaced the EGR valve and the problem is gone.
