I was told that I needed to purchase a camber adjustor arm for my 2004 honda accord in order to adjust the right rear camber to get it into manufactured specified range. Is this a true situation that normally occurs with Accords?

There is a TSB (Technical Service Bulletin) for your vehicle's Rear Stabilizer Link. TSB Number 05-021. This job will be performed under warranty if you still have existing warranty, or it may be eligible for goodwill consideration by the District Parts and Service Manager or your Zone Office. You can fill out a request and possibly get the job done for free.
They will replace both rear stabilizer links with new updated links.
