2000 Honda Accord Honda Accord making noise

I had the rack and pinion fixed, now he says maybe I put brake fluid in my power steering fluid and this is not true. Now he says he thinks it is the pump. What it is doing is that I put the car on and I can hear the power steering fluid sizzling like and when I opened the hood it was actually low the power steering fluid and jumping like out of control.
