1999 Honda Accord Tie rod

I have brought my car to three different dealers and all of them have told me something different. I was told I needed an alignment by all three which is fine. One of the dealers told me that I need to replace the outer tie rod end and the lower ball joints before I can get an alignment. The other dealer told me that it is not the outer tie rod but the inner tie rod that needs replacement and the sway bar bushings need replace, which they showed me. The third dealer told me that everything is tight and that the alignment can be done. My question is that I was shown that the driver side tire swivels slightly nothing drastic but does need to be repaired before an alignment, how do I tell which one needs replaced, the inner or the outer tie rod?

Jack the car, have someone wiggle the tire if it's the outer, you will see the movement be looking at the tie rod, if no movement, put your hand on the inner tie rod, and do the same, you will feel it move...
