1998 Honda Accord engine surge, hesitation, runs rough

The engine surges when im driving at low speeds. And when im slowing down to stop. It almost makes me lunge forward. It hesitates to speed up, and finally does after it gets to about 3000 rpms. My car also downshifts when im turning even when I have my foot on the accelerator. I dont know what to do with this car. I looked in the haynes manual and it says it could be a fuel filter, or fuel injector system but I was told I dont have a fuel filter. Im so confused. Please help if you can. Thank you.

Hi ktangelbaby8,

There should be a fuel filter under the car at rear driver side.

I suspect the idling system is malfunctioning. Is the MIL/CEL showing?

I would suspect the TPS or O2 sensor to be causing the problem.

My cel is not on. We did a test on it to make sure the cel actually works and it does. But its not on. We checked the voltage on the tps and it was fine. What o2 sensor could it be. The one before or after the catalic convertor?

The O2 sensor in front of the catalytic converter is more likely to be the cause.

I would suggest putting the vehicle on a diagnostic to test the various sensor operations to confirm they are working correctly. Any faulty sensor would show poor or no activity and it sometimes does not show on the CEL.
