1997 Honda Accord grinding noise

Noticed yesterday that my car makes a grinding noise when I turn the steering wheel about a half turn either direction whether i'm driving, sitting still, car running, or turned off. The noise seems to be coming from the rack area the best I can tell. It does not make the noise when the front end is up off the ground. In the last year the wheel bearings, rotors, calipers, upper control arm, lower control arm, sway bar bushings, and struts have been replaced on both sides. Not really any visible leaks but maybe a little saturation around the pump. When I move the wheels with the car on a jack it makes a slight swishing sound. There also is no foam or air bubbles sighted in the reservoir. Steering rack replacement?

Use a stethoscope (you can reach the rack from above) and listen to the rack while someone cranks the wheel.
