1993 Honda Accord stutter and flutter

My 93 Automatic Honda Accord fails to accelerate and stutters in low rpm's of various gears and at various times, especially at the onset of a trip. If I accelerate harder, it will down shift and push through this stutter, but at lower rpm's, it refuses to move through the gears. Is this my transmission? Or a clogged filter? Or a timing/ engine issue? Thanks for your help.

I would start off by scanning the ECU to see if there are any codes stored.

Besides that you can do a cylinder balance test and check things such as mechanical timing, ignition timing, ignition and fuel.

Im sorry but im a little ignorant about where the ecu is. I looked under the front seat, but the only electric components underneath seem to be for the seatbelt warning detector. Or maybe this is something that I have to have checked by a professional? I should have an ECU since my car is PGM-FI. And my check engine light does come on from time-to-time, so the ECU would be helpful to locate and read. Anyways, thanks for your response earlier today.

I found the ECU, for the 93 honda accord, it is located underneath the dash on the passenger side close to the door. There is a blue connector which you insert a jumper wire into, and read the ECU fault codes. The codes will appear on the check engine lights with the car in the "on" position, don't start it though.
