1992 Honda Accord Vent Controls

The vents in my car work, the air/heat comes out the from and side vents. The air heat for the front vents that clear front windshield sounds as if on but not. The buttons on the console that gives me the ability to change the vents does not work, if I push the button to have the vents come out on my feet it does not, it only comes out the vents, regardless of which I push to change the direction of the vents it only comes out the front vents.

FUNCTION CONTROL MOTOR 1. Connect battery voltage to terminal No. 1 of function control motor. See Fig. 10 . Ground function control motor terminal No. 2. Using jumper wire, connect terminal No. 2 to terminals No. 3, 4, 5, 6 and 7 individually, in that order. 2. Motor should run each time the circuit is completed between terminals. If motor does not run when terminal No. 2 is connected to terminal No. 3, connect terminal No. 2 to 3 after connecting all other terminals.
