1992 Honda Accord automatic transmission

My 92 Honda Accord's D4 light stays on. The transmission is running in safe mode. I no longer is able to reset the transmissions computer by disconnecting the battery. I have changed the transmission fluid 2x with Honda trans fluild. I have removed both solenoids and cleaned them. I am able to obtain 1st, 2nd and 3rd gear by shifting manually. It does not shift into 4th. Is this a computer problem, speed sensor problem or solenoid problem. Any help is greatly appreciated.

Replace the TCU. I was having the same issue, and that fixed it.
