1991 Honda Accord Parking Brake Light always on

My 4 cylinder, automatic,1991 Honda Accord has 126,000 miles. The parking brake light on the instrument panel is always on. When I push the switch, under the parking brake handle, the light goes from bright to dim. With the handle down, the light stays bright, so there appears to be two problems. The switch is not being pushed at all, and when pushed, the light does not go completely out.

I don't recall it that switch is adjustable, but I think some of the problem is due to bad grounding. This might require a new switch, adjustment, but I definetly would want to have the grounding very clean and not just in that area of the vehicle. I believe that a car like that is noted to have around 75 grounds. They aren't all bad but look.
