1991 Honda Accord high idle all the time

Hi

my car idling around 1000rpm all the time after it warms up. I looked for vacuum leaks, adjusted timing, cleaned iacv valve, gave it full tune up, adjusted idle control screw on throttle body. Etc. But idle doesnt go down below 1000 rpm.I have noticed that in the morning when I start up the car, it idles slow around 700 then slowly goes up till 1500 then as the engine warms up comes down to 1000 rpm and stays there. Changed fast idle valve also but problem persists. Pl help. Thanks

With the car fully warmed up:

Remove intake duct, feel lower FITV port before the throttle plate. Is there suction?

Yes- adjust FITV

No- Block top port (iacv), does the vehicle stall?

Yes- Check for maladjusted idle screw, or faulty iacv
no- you have a vacuum leak.
