1989 Honda Accord fuel isn't flowing to carberator

If there is no current outrput from the relay at fuel pump connectore, then is electrical source, either supply or relay.

You can test fuel pump by bypassing the relay to apply battery current to the pump. Never try connecting any wires at the fuel pump because if there is any fuel leakage, any spark can send you to your Maker.
