1989 Accord very high idle

1989 accord 4 door lx 5 speed carbuerated, 209,000 miles I just replaced plugs wires pcv fuel and air filter. Sprayed carb cleaner into carb and now engine is idleling @ 2000 + rpms have haynes repair manual and it says to adjust idle control screw on carb but that made no difference. I checked to see if throttle was stuck but its not. On the top of carb there is a flap that opens and closes as I push on that flap the idle goes down and I let go it opens up by itself and idle goes way up! Whats the deal please help me
