High speed fan control disconnects every five to ten seconds?

The relay is new. I did an evac and recharge of my A/C system, so it’s fully charged. When I attach a 30-amp fuse to bypass the relay fan runs fine and does not blow fuse. When I reattached, the relay is latching and unlocking every 5 to 10 seconds nonstop causing my A/C system not to cool properly. What I want to know is what is commanding my relay to unlatch. Where would I look to next?

I have seen the A/C compressor clutch coil short out and cause this problem, to confirm let's try unplugging the compressor to see if the fan operation returns. Also, I have seen the TIPM go out and cause this issue as well. To be sure we should do a CAN scan, you can get a CAN scanner (Controller Area Network) which will work on most cars from Amazon.
