High pitched electric type sounding whirring

Coming from front of the vehicle but unable to verify which side it is coming from. Typically starts at ten mph and can continue to whir up to ninety mph. Sometimes stops when gas pedal is released but still in gear. Definitely stops when gear lever is set to neutral while car is still moving.

It definitely sounds like you have an axle bearing going bad, but you will need to determine which side it is. It also could be the transmission if you could make a quick video and post it to the site I can take a look and give you a better answer.

If it is the axle bearing this guide will give you an idea of what you are if for when doing the job.
