High idle RPM

Hi,
I have a high idle rpm around 1100 rev/minute I checked following:

1) Smoke test done - no leak found.
2) TPS values checked at idle, throttle close and fully open - values are well within the range.
3) Battery is voltage is 13.5 volts. Alternator is okay.
4) IAC valve checked giving 12 volts to close valve and open valve - close and open functions respectively.

5) I checked RSC-E1 and RSO-E1 outputs and found not as per the datasheet. Please refer attached photos.

Could you please advise me how I should find the cause for the high rpm?

Pinch off booster vacuum hose and see if that alters things. Is the IAC siting fully in the base idle position, and is the throttle butterfly doing the same? It does sound like a bypass air problem.
