High hydrocarbons

I faild emissions test with high hydrocarbon numbers, have bad gas milage, it misfires when cold, loss of power. When tank has 1/4 of gas car wil want to die, only when I have about less than 1/4 take of gas, will not do it when full tank. Catalytic converter is ok, no check engine light. Car does not smoke or overheat.

Check for a vacuum leak and check fuel pressure it may be a pump or regulator it also can be a small vacuum leak causing misfire when cold then when in closed loop it richens mix to compensate for vacuum leak. see link.

also before getting tested change oil and oil filter then drive 15 miles on eway if you can then get it tested.
