High compression

Compression is high in all four cylinders 215 psi as should be 195, and starter is hard to turn over engine. Replaced starter, timing belt, clutch, pressure plate, flywheel, and power leads. Fully charged good battery installed. What is making compression be high evenly and starter have trouble turning engine?

Excessive compression means you have carbon build up on the tops of the pistons.

Could also happen if it had a blown head gasket in the past that required shaving the head.

Yeah, if the head was ever resurfaced that is a good one.
