Heater will not kick on and the radiator is getting really hot

Basically what the titles says and steam is coming from the overflow.

First thing is to see if coolant level is full which from your description is not of course do not open the system when steam is coming out that is dangerous. Fill the system then have it pressure checked for an internal leak like a head gasket. If there are other leaks on hoses you will see those as well. But it sounds like a bad head gasket.
