Heater not working properly

Blowing cold air. Mode doesn't change which vents blow air. Replaced heater control valve- didn't help. Smell of burnt antifreeze in engine compartment, but no leaks observed.

First check that you do have circulation through the heater core, both hoses should be hot to touch at normal operating temperature. If not you will have a blocked heater core, they often flush clean fairly easily, check this first.
