Heat only from drivers side?

Heat only from drivers side none from passenger side. Here no clicking noises suggesting broken gears in blend door actuator s, flush and reverse flush done on heater core hot inlet and outlet when touched, changed thermostat and burped lines. All actuators seem to be moving but is it possible one doesn't open all the way or simply stuck?

Even though the actuator is not making a ticking noise, it can still be bad, I would remove it and then work the controls to see if it moves, here is the location so you get the right one for testing, (wires still plugged in). Also, you may have an obstruction inside the plenum so make sure the blend door travels from lock to lock which you should be able to hear, grasp the pivot to move the door.

Disconnect the wire harness connector (1) from the blend door actuator (2) located on the left side of the HVAC air distribution housing
