Heat coming out the vents when it is off

Why would heat come out when its turned off? My other Lincoln before this one did the same thing. About the same year. I think the unit is called a climate control. It blows like its on, as far as I know it is off.

Okay, does it feel this way when the vehicle is not moving? Do you feel heat coming through when at a stoplight or sitting idle? If it is only when driving then its I just the airflow going through the car and making its way through the HVAC system just from normal flow from the outside. If it is when sitting still also then it could be the radiator fan crushing the air through the engine bay as well. Try setting your vents to "recirculate" so that is not open to the outside air and see if that helps.
