Headlights will not turn off

With all switches turned off, key out of ignition, doors closed, the lights are still on, but dim. I have to pull the fuse or disconnect battery to get them to turn off. This has happened twice now. If I start the truck and turn the headlights on, they are at regular brightness. But when everything is off, the lights remain on but dim. I took it to my mechanic but he could not reproduce the problem (of course) and said that they may have to replace the under-dash fuse box at $500.00. There's got to be an easier, less expensive solution!
I know this has been an issue with other Ridgeline owners because I see the same question posted on different blogs, but no viable responses. One said it may be a sticky Headlight Relay Switch, but I cannot find any reference to a headlight relay switch or where it is located.
Any ideas, suggestions?

Hello,

This sounds to me like you have a short to power somewhere in the headlight circuit. A quick question so we can started, do you have Daytime Running lamps? Please get back to us and we will go from there.

I've checked all fuses and relay switches. All are good. There are 5 or 6 relay switches under the dash just above the interior fuse box. I cannot find any information on what they are for. Nothing in the owners manual.
