the low beams on both sides don't work, only the high beam on the driver's side works.

Hi,
I hate to ask, but are you sure they aren't burned out? Also, have you checked both fuses in the power distribution box under the hood?
If you haven't checked the fuses, I attached a pic below from the wiring schematic which indicates the two needing checked. Do this first and let me know what you find.

hi, yes I checked fuse 16 and 26 and they look okay.
all the box fuses/relays that are in the fuse area under the hood and i saw that the orange one (boxed shaped fuse/relay ) may be the problem.
how to i check them?

No problem. I think you want to check the relay. The easiest thing to do is find another on in the box with the same part number and switch them. If there isn't one there, here is a link that explains how to do it:

i don't have the owner's manual and when i check online, i get the images for the layout of the relays, but not what specifically each relay is for.

I attached what I was able to find. Let me know if it helps. There are two relays indicated related to the headlamps, but they are extremely vague.
Also, can you let me know which model 9-3 this is? For example, is it the Aero or the Linear?
