Headlights and taillights not working?

Recently purchased the vehicle listed above used. The headlights and taillights are not working. Daytime running lights work, headlights work on bright setting, and brake lights work. Have already changed all blown bulbs, fuses are good, and the switch for lights has been replaced by previous owner. Any ideas? Please help me troubleshoot.

This might be separate problem or the BCM is out causing both of the problems, lets start with the easy stuff first, please swap out the "low beam PCB relay which is under the hood inside of the fuse panel. Also from the turn signal switch remove the electrical connector and test the two blk/wht wire for ground. this guide can help:

Connect the test light lead to power to test for grounds. If none of tis helps we need to do a CAN scan which will give us codes that it is bad and needs to be replaced which you can get a preprogrammed unit by search google or eBay.
