Hazard warning relay

Nothing on my dash works, speedometer, tachometer, no lights, nothing. I was told and read to change the hazard warning flasher relay where is it located and how do I get to it?

The flasher is an electronic module above the accelerator pedal, but it does not have anything to do with the gauges.
