Only after refueling, the hard to start engine happens?

I am having problems with vehicle it is a flex fuel. I just brought this vehicle a month ago with 57,000 miles on it. Only after refueling, the hard to start engine happens. I have to try the second or third time with assist of gas paddle before the engine will start and after that is back to normal on every start until the next refueling. It will be a great help if anyone could help out with answers of what I should be replacing. The car runs great for now, except the start up after refueling.

This is due to fuel in the evap system, and the purge valve is stuck open.

Basically, what I would suggest is to replace the canister and the purge valve so that you are ensure to keep this repaired. However, moving forward, make sure you are not topping the tank off when refueling. More than likely the previous owner topped the tank off and it would cause the engine to flood due to the vapor coming in from the evap system.
