When I turn the key, the starter does not turn or even try. Battery tests good and all lights work. No clicking, grinding, etc.

To answer my own question... The positive battery cable is a "dual" cable. The outer of the 2 cables had connection which allowed for the lights to work. The inner cable goes to the starter and it wasn't making a good connection. Cleaned both the cable connector and battery terminal. Started , no problem.
