1991 GMC Sierra won't start

My husbands truck won't start unless you spray starter fluid or gas into it then it runs good but turn it off and it will not start untill you spray it again. Can you help with this problem

Do you hear the fuel pump for 2secs when key at run -if not check the fuel pump relay-the oil pressure sending unit powers the pump after it starts up-there's no initial fuel pressurization-
