Car surges while driving down the road

I drive a 1998 saturn sl2 and the other day my horn started going off cause it got snow in the fuse box. Now while I am driving down the road, my car acts as if I turned the key off cause all my gauges goes down and then comes back up. I was wondering what would cause it to do that. My car dont loose speed or power it just does the surge thing.
