1996 GMC Jimmy temperature fluxuation

In slower traffic (in town), the temp gauge sometimes jumps up into the red zone (causing the "check gauges" light to come on) within one to three minutes. I pulled the thermostate and tested it in 195 degree water to see if it opened properly and it did. I did notice the water looks rusty. I recently had a heater core unit installed but they must not have drained the system. This is also something I probably should do but cant find the drain plug in the radiator.
The other options may be the heat sending unit or the clutch fan but not sure how to diagnose them.
What's your take?

I would take a serious look at the fan clutch. Over 35 to 40 mph, you get enough air forced through the radiator to keep the engine cool. Below that you need the fan. The radiator drain should be a plug in the bottom accessable from underneath.

Perhaps you can give me a hint as to how to trouble shoot the clutch fan. The coolant drain plug is hidden, the only door that opens is for the oil filter.

To check the clutch fan, run the vehicle up and down the road a few times to get it good and warm. Shut the motor off and turn the fan blade. It should turn, but with quite a bit of resistance. If it turns easily. The clutch is bad. As far as the radiator drain, you may have a plastic cover over the bottom of the radiator so you can't see it. You will have to remove this cover. You're looking for a valve or plug in one of the tanks on either end.
