when i put it in 4 wheel it doesnt engage, could the hubs be dirty and need to be greased?

No the hubs are probably fine. there is a electric motor on your transfer case that moves when you push that button and another on the front axle. one of these is full of dirt or water. you can disassemble them and clean. or replace them and your 4 wheel drive will work.

The 1991 may have still had the vacuum switch on the transfer case. It is like a 13/16 nut with a few vacuum lines plugged into it.
