I need to replace the radiator, but cannot budge the threaded cooling line connectors going into the radiator. Can I cut out a section of the steel tubing and use rubber tubing and clamps after replacing the radiator? Or are those lines under high pressure?

There is a wrench called "flare nut" go and get it and then slap it hard with the palm of your hand. Mechanics do it everyday! If a new radiator is going in, don't be afraid to carefully heat the nut. Quickly!
