Heat/AC fan works in only

I have a 1995 C1500 4.3L with 158000. Recently the heater/AC fan stopped working except in Hi, I thought it was the control module but after I replaced the problem continued, could the problem be in the hi blower relay? If so where is the relay located and if I need to remove the dash what is the easiest way?

It's more then likely the resistor, the part that gives you the right power for the variable speeds
