1994 Geo Prizm fuel pump not getting enough volts

I changed the fuel pump and it doesnt want to start now. I exchanged fuel pump and it still wouldnt start. I checked all relays and fuses w/ a meter and are all good. Im getting 12 volts all the way to my gauges and then only 3 volts after that. Is it the wire?

Voltage drop problem-start checking the wires and also the fuel pump relay

I did check the wires and they r all intact.
