Gas gauge and gauge fuse keeps blowing

I just replaced my sending unit in my 1987 regal I filled it up and it read a quarter tank. Also my gauge fuse keeps blowing everytime I crank my car im wondering what it could be. Could it be behind my dashboard or could it be a bad ground

Could be either one, unplug dash and see what happens

My choke was plug into into a tester under the hood thats what was making my fuse blow. Had a shop check my power and ground on my sending unit which is bran new they said both where fine. Gas guage response when he was un pluggn and plugging back in but it still reads a quarter tank. What else could it be?

It could be the gauge, you need to see what power is getting to sender like voltage it could also be a shorted wire.
