Fuel system replacement?

I was given this '91 Chevy S-10. The previous owner had installed their own external fuel pump with a toggle wired inside the cab. I took that fire hazard & all it's tubing and wiring out. While I was at work a friend had installed a new fuel pump. When we went to test it, it wasn't starting. Unbeknownst to me that the intake line to the carburetor was nit hooked up, so when my friend tried to kick it over with starting fluid, which worked for about 1.5 seconds, the TBI caught fire, melting the wiring to the injectors and vacuum lines around the carburetor.
I went to a 'pick&pull' and got a complete TBI carburetor unit and Injector wiring connection/harness. I've replaced all the vacuum lines and believe they are ran correctly, as well as replaced the TBI injector wiring harness, and the fuel filter. I've tested (via 9V battery) that both replacement injector sets work, and ive tested the wiring for continuity.
When I turn the key, the pump does not prime or engage until I turn it far enough to crank the engine. After a few cycles cranking you can hear the fuel pump whine and will continue for about 3sec then stop.
No starting.
I removed the line into the fuel pump and no fuel comes out upon disconnect or after disconnect and turn key till I hear the fuel pump engage. Still no fuel out of the line.
Do I remove the fuel pump and check again?
