Fuel pump not getting power

Car started shutting off but would start back up then stop starting. Changed fuel pump and relay still would not start. I have power at the dark green wire with white tracer and orange one and power at the f6 pen on the ECM but no power at fuel pump.

I see there is a inline fuse on the gray wire to the fuel pump. That may be blown.

It has power on bouth sides of fuse

A full 12 volts? If so, then that wire has to be shorted from that point to the spot at the fuel pump you said had no power before.
