Fuel filter

Hi. I have had my car for about four years and never changed the fuel filter and I do not know (think) that the previous owner has. Either way, it seems like it is time to do it. The car has about 216,000 km.
To change the fuel filter is easy but what is the best and easy way to also clean the system/tank from all debris/dirt?
I was thinking that I would first let the car run out of gas, that way all (most of) dirt in the tank will be absorbed in the filter. Then fill up the tank, add the adhesive (with a product like seafoam), clean the carburetor with spray (with a product like seafoam spray), then once all the steps to clean are done change the filter.
What do you think? Would you do it differently? What would you do?
What are the chances that the fuel pump might get clogged with dirt? What are the chances of the dirt passing through the old filter and clogging the fuel system?

Hello, I am Danny.

Unfortunately, your fuel filter is built into your In-Tank Fuel Pump assembly. It is located inside the gas tank. The only time it's replaced is when the Fuel Pump is replaced when the gas tank is removed. As you stated before you may just want to add fuel injector/gas additive products added to maybe help your fuel mileage. Seafoam does work good. Lucas brand works well too. Hi Danny,

I hope to God that you are wrong because I have already ordered the part :).
From all the research I could gather, the fuel filter on the Hyundai Accent is located under the rear seat cushion. Under the cushion, there is a cover plate (glued) and under the cover plate there lies the fuel filter.
Assuming that I am right and that the filter is easy to reach, how would you answer those questions? Would you recommend that course of action mentioned earlier or would you do it differently?
