Front motor mount replacement

After the front motor mount was replaced by some (may be bad) mechanic, I do not see a bracket secured on top of it.
Should it be without the bracket, or did that mechanic mess up the job and missed the bracket?

On the attached dealer's picture:
12361 - Mtr. Mount, front
12311A - Bracket

By the way, the presence of bracket will make it next to impossible to replace the engine oil filter.

So give me your thoughts please.

Everything marked in arrows should be attached otherwise it is like a broken motor mount. We have no pictures or other instructions on replacement or oil filter removal. One may be on wrong as well. Second picture shows how it should be installed which looks like plenty of room for filter now a days. It may be on wrong like the bottom bracket.
