Front end shimmy between 55-65 mph

Front end shimmy's between 55-65 mph on the highway. Doesn't always do this? When I apply the brakes to slow down and stop the shimmy it gets worse. Steering wheel shakes during the shimmy.

The shimmy is caused by tire balance or the tie rod ends are worn out, here is a guide to help see what's going on and I have included how to change out the tie rod ends as well.
