THE LIGHTS ON THE DASHBOARD SOMETIMES JUST STARTS FLICKERING OFF AND ON WHILE I AM DRIVING AND THE EMERGENCY LIGHTS ALSO FLASHES OFF AND ON LIKE CRAZY.

Hi:
Either there is a ground problem or the body control module (BCM). Check for body grounds that are loose or corroded, make sure the ground to the engine block is clean and tight. If nothing is found, have the BCM checked.
